<p><span style="text-decoration: underline;">February 13, 2012 Update</span>: The electrification work on cranes 7 thru 10 is nearly complete to start the commissioning which is being tentatively scheduled to commence on March 5, 2012.</p>

<p><strong>Announcement Info:</strong> Port of Miami Crane Management, Inc., (PMCM aka Crane Management) announces that electrical construction services are needed for the termination of 13.2 kiloVolt feeders within switchgear in an existing switchgear room and in underground pits serving existing dockside (ship-to-shore) container handling gantry cranes (Quay Cranes) as required by this RFP.</p>
<ol>
<li style="text-align: left;">Scope of Services: The scope of these services includes but is not limited to furnishing of all labor, materials and testing as specified in RFP 2012.02 package. The Work to be provided includes but is not limited to:<br />
Termination of all existing 13.2 kV feeders and crane trailing cables at Cable Pit 1 and termination of 13.2 kV feeders in Main Substation switchgear room. The Crane Electrification at Wharf 1-2 (POM project no. 2008.152.01) was performed under Permit No. 2011025183 and was completed on September 7, 2011, at Cable Pit 1 and Main Substation switchgear room by others without the termination.</li>
<li style="text-align: left;">Equipment intended to become a part of the finished Work and all materials will be furnished by Owner.</li>
<li style="text-align: left;">Energizing of the power to equipment for Cranes 7 through 10. The existing feeder breakers at the Main Substation switchgear room for Cranes 7–10 will require the contractor to supply a certified ABB representative to inspect the breakers for functionality and to program relay trip settings.</li>
<li style="text-align: left;">Completion of the Fiber Optic Links to Cranes 7-10: Fiber optic cable termination and the installation of fiber optic cable splice closures, including all labor, tools, and equipment required to accomplish the Work. All fiber optic cable installation between the Port of Miami Substation and Pit #1 was performed under Permit Number 2011056531 and was completed on September 7, 2011, at Cable Pit 1 and Main Substation junction box by others without terminations.</li>
<li style="text-align: left;">Each existing Crane 7–10 will have a Kirk Key system installed. The Owner will furnish the Kirk Key system devices and keys. The Contractor shall install the Kirk Key system devices required at the switchgear in the Main Substation switchgear room, in the existing switchgear corresponding to Cranes 7- 10. After installation, Contractor shall verify that the Kirk Key system functions as intended.</li>
</ol>
<p><strong>Experience and Qualifications:</strong> The Proposer must confirm in its proposal that the proposing company and proposer’s personnel to work on this project shall have successfully completed two (2) separate similar projects of the same type, magnitude and operating voltage as the Work required by this RFP. Preference will be given to Proposers with crane electrification experience that have successfully completed their projects. The proposer experience must be noted in detail to include description of similar work performed, including reference contact persons. Crane work experience is not required but is preferred.</p>

<p><strong>Announcement Info:     </strong>Port of Miami Crane Management, Inc., (PMCM aka Crane Management) announces that professional services are needed for the inspection of the manufacturing of dockside (ship-to-shore) container handling gantry cranes (Quay Cranes) and components including design review assistance, fabrication, assembly, erection, testing, and commissioning at ZPMC’s (the “Contractor”) Changxing Base and other facilities as required by this RFP and the Technical Specifications for Cranes 13-16.</p>
<p>The scope of these services includes but is not limited to furnishing of all labor, supervision and testing as specified in RFP 2012.01 package. The Services to be provided include but are not limited to;</p>
<ol>
<li style="text-align: left;">The office of the <span style="text-decoration: underline;">Third (3<sup>rd</sup>) Party Inspection</span> (<strong>3PI</strong>) firm shall be located in Shanghai’s (China) Pudong area near or at ZPMC’s manufacturing facility on Changxing Island and have a permanent office at Changxing base.</li>
<li style="text-align: left;">The 3PI shall be responsible for monitoring and inspecting all work of the Contractor and its Vendors to include the Sub Contractors’ work at their facilities and upon delivery of parts and components at ZPMC facility(s) to verify compliance with the Technical Specifications and Quality Assurance requirements of the Contractors contract. <strong> </strong></li>
<li style="text-align: left;">A Project Manager shall be provided for the life of the Contract which shall be based in the 3PI Shanghai office and shall oversee, manage and coordinate all inspection, testing services and work associated with this Contract.</li>
<li style="text-align: left;">Provide one (1) Lead Inspector, one (1) full time Inspector, and two (2) part time Inspectors during fabrication of the cranes at Changxing Base, including during the processes of material preparation, assembly, testing, commissioning, loadout and shipment. Provide one (1) full time Inspector at each of the Contractor’s and Sub Contractors’ manufacturing facilities where the different crane components shall be manufactured and shipped to Changxing Base.</li>
<li style="text-align: left;">Submit inspection reports in the English language with pictures of items identified in the report on a weekly basis to PMCM and the CPE (Crane Program Engineer &#8211; GBB) every Thursday. All reports and documentation shall be provided in ‘pdf’ format via emails. Order format shall be provided upon request by PMCM. Written and picture documents shall be provided in US Letter size 8.5” x 11” format. Drawings shall be provided in US Tabloid size 11” x 17” format. Larger size drawings (shop/fabrication drawings) may be provided as approved by PMCM.</li>
<li style="text-align: left;">The 3PI will assist PMCM and the CPE during Commissioning and Testing at the manufacturing facility.  The 3PI will witness Commissioning and Acceptance Testing in accordance with PMCM/CPE accepted/reviewed acceptance test procedures, and report to PMCM and CPE any specification noncompliance issues found during Commissioning and Testing.</li>
</ol>

<p><strong>Experience and Qualifications: </strong>The Proposer must confirm in its proposal that:</p>
<ol>
<li style="text-align: left;">The 3PI shall have a minimum of seven (7) years of continuous experience in the inspection services as herein stated of dockside container handling gantry cranes and cargo handling equipment at ZPMC’s Changxing Base as well as at the other ZPMC/vendor facilities at Changzhou, Jiangyin, Nantong, Nanhui, Gongye Yuan and other facilities.</li>
<li style="text-align: left;">The Project Manager for these services shall have a minimum of five (5) years of direct employment with the 3PI and of continuous on-site experience of the tasks herein stated, at ZPMC’s Changxing Base manufacturing facility as well as all other ZPMC facilities. The manager shall additionally have five (5) years experience working with all ZPMC vendors and quay crane parts and component suppliers used for the Port of Miami project.</li>
<li style="text-align: left;">The inspectors employed by the 3PI for this project shall have a minimum of five (5) years experience of continuous on-site experience of the tasks herein stated, at ZPMC’s Changxing Base manufacturing facility as well as all other ZPMC facilities and a minimum of two (2) years of continuous employment with the 3PI. The 3PI shall coordinate all work with PMCM Project Engineer or designee and assist as required with design review and with all Contractor submittals. </li>

			<content:encoded><![CDATA[<p>The <a href="http://www.metro-dade.com/portofmiami/">Port of Miami </a>is setting itself to procure four (4) new Super Post-panamax STS Gantry Cranes this fall from <a href="http://www.zpmc.com/index.html">ZPMC</a> to be delivered by early 2013. The cranes are to have the highest lift (43 m) under spreader from dock level as well as the farthest outreach (68 m) in the world. In addition, they will have the capacity to lift 65 LT under a Twin-Lift Separating Spreader and 100 LT under the cargo beam/hook. This along with the dredging and the wharves strengthening will catapult the Port of Miami to the #1 Port in the Gulf of Mexico and the Southeast US to have the capability to serve any container carrying ship to include those that will transit the new <a href="http://www.pancanal.com/eng/index.html">Panama Canal</a> opening in 2014.</p>

Time: 1400 / Date: August 4, 2011</p>

<p style="text-align: left;">In accordance with National Hurricane Center Tropical Storm EMILY Advisory #12 issued at 11:00 a.m. EDT on August 14, 2011 , Tropical Storm EMILY was 775 miles southeast of Miami, Florida. Tropical Storm EMILY is moving toward the west northwest at 5 mph. Due to the possibility of tropical storm force winds (39-73 MPH) entering South Florida within 48 hours, the Captain of the Port is ordering <strong>Port Hurricane Condition X-Ray for Port of Miami, Miami River, Port Everglades, Port of Palm Beach and Ft. Pierce.</strong></p>

			<content:encoded><![CDATA[<p>The 2011 electrification project is designed to complete the Electrification of the Port of Miami Gantry Cranes which project commenced in 2004; known as Phase 1. During Phase 1 the required equipment was mounted and installed on cranes 4-10 but due to scheduling and time restrains, only cranes 4-6 were converted to electrical powered and the diesel engine power systems removed.</p>
<p>The 2011 electrification is Phase 2 of the Electrification Project which is comprised of two (2) parts; the Landside Work was managed directly by the Port&#8217;s Capital Development Division and the Crane Work which is directly managed by Crane Management. In addition, the repairs of the Unit Substations are required to be performed simultaneously which work must be completed prior to the actual electrification of the cranes; the Crane Work.</p>
<p><span style="text-decoration: underline;"><strong>Landside Work</strong></span></p>
<p>The landside work was completed on September 20, 2011.</p>
<p><strong><span style="text-decoration: underline;">Storm Repairs</span></strong></p>
<p>The Unit Sunstations on cranes 9-10 that were damaged during the June 5, 2009 Storm were repaired and reinstalled on the cranes on December 20, 2011. The substations were removed from the cranes  on June 5, 2011 which repair work commenced there after.</p>

			<content:encoded><![CDATA[<p>Crane Management originally advertised for proposals for Electrification of Cranes 7-10 and Repairs. However, as the first &#8216;go around&#8217;  of proposal(s) only generated one (1) proposal which was rejected, it reduced tyhe scope of work and re-packaged the bid to only perform the Electrification of Cranes 7-10 . However, the second time around the bids did not generate any improvement over the first &#8216;go around&#8217;  and only received one (1) bid which bid was rejected as the cost was unjustifiable. As such, the Port requested Crane Management to directly perform the work to electrifing Cranes 7-10. However before then, the Unit Sunstations on cranes 9-10 need to be repaired as they were damaged during the June 5, 2009 Storm. This repair work commenced on June 27, 2011 which we anticipate to remove the substations from the cranes commencing June 6, 2011.</p>
<p>Starting on June 6, 2011, Cranes 9-10 will be removed from service for several days to allow for removal of the Unit Substations that require repair before the Electrification of the cranes can be completed. The cranes will be returned to service no later than July 13, 2011.</p>
